DUI Check Lane Announced for Friday, June 1st

The Overland Park, Kansas Police Department and several Kansas police agencies will be conducting a DUI Check Lane on Friday, June 1, 2012. This task is being conducted with the goal to reduce alcohol related auto accidents and discourage impaired driving within our communities.

The Overland Park Police Traffic Safety Unit will hold a briefing at the Scafe Building, 8500 Antioch, Overland Park, KS, prior to initiating the enforcement.
During the last Check Lane on May 11th:

• 673 vehicles entered the Check Lane

• 38 drivers were tested.

• 5 were cited for driving under the influence.

• 3 were were charged with drug possession

• 3 were arrested for transporting an open container.

The Department places a high priority on removing impaired drivers from our roadways. Please don't drink and drive. If you are out and choose to drink, call a taxi or have a designated driver.

Overland Park Police Select New Patrol Cars

The Overland Park Police Department was forced to begin the process of looking at another model for its patrol fleet after Ford Motor Company announced last year that it was no longer producing the Crown Victoria.

After much consideration, the decision was made to go with Ford’s new Interceptor design based upon the Taurus model. Although we looked at several models and manufacturers, the Ford Interceptor was the best overall fit for the Overland Park Police Department.

Ford said the new cruiser will save taxpayers money because it gets 25 percent better fuel economy than the Crown Victoria, which gets 15 miles per gallon in the city and 23 on the highway.

Unlike the Crown Victoria, which has a 250-horsepower V-8 engine, the new Police Interceptor will have two V-6 options: a standard engine with 263 horsepower and one with EcoBoost technology that gets 363 horsepower. That will bring the Interceptor in the range of the Charger, whose 362-horsepower Hemi V-8 is now the most powerful in the class.

91st Street Bridge Repair Project Underway

On Tuesday, May 29, a repair project will begin on the 91st Street bridge spanning over US-69 in Johnson County. Project work includes the removal and replacement of the bridge deck, abutment repairs and a polymer overlay on the new deck. Work will take place during daylight hours, Monday through Friday.

Beginning at 7:00 a.m. on Tuesday, May 29, eastbound and westbound 91st Street will be closed between Nieman Road and Switzer Road for the duration of the project. A marked detour will be provided. Eastbound 91st Street traffic will detour south on Nieman Road, east on 95th Street, north on Switzer Road, back to eastbound 91st Street. Westbound 91st traffic will detour south on Switzer Road, west on 95th Street, north on Nieman Road, back to westbound 91st Street.

There will also be potential lane closures on US 69 for removal and replacement of the existing bridge deck. The demolition plan for the bridge deck has not been finalized. We will provide advance notification under separate cover of these lane closures once the schedule has been determined.

Advance message boards will alert drivers to the bridge closure. Drivers should expect major delays during the peak hours and must use alternate routes. Updated daily traffic information for this project can be viewed online at:

Comanche Construction Inc. (Shawnee Mission, KS) is the primary contractor on this $715,437 bridge repair project. The bridge repair project is scheduled to be completed by mid-October 2012, weather permitting.

National Missing Children’s Day – May 25th

President Ronald Reagan first proclaimed May 25th as National Missing Children’s Day in 1983. May 25th is significant because it marks the anniversary when 6-year-old Etan Patz disappeared from a New York street corner on his way to school in 1979. Incidentaly, just yesterday, Pedro Hernandez, 51, told investigators he lured the little boy into the shop with the promise of a soda. He then led him to the basement where he choked him and put his body in a bag with some trash.

The story of Etan Patz is very tragic but, sadly, is one that has been played out many times across the nation. According the National Center for Missing & Exploited Children (NCMEC), every year in America an estimated 800,000 children are reported missing, more than 2,000 children each day. Of that number, 200,000 are abducted by family members, and 58,000 are abducted by non-family members. The primary motive for non-family abductions is sexual. Each year 115 children are the victims of the most serious abductions, taken by non-family members and either murdered, held for ransom, or taken with the intent to keep.

The NCMEC wants parents to know there are things they can do to keep their children safer and it urges parents to take 25 minutes to talk to their children about their safety. Think Twice Before You Take That Dip

Imagine you’re out driving around with a bunch of your buddies - schools out and it’s a muggy July night. You then come across an apartment complex or a neighborhood association with a really sweet looking pool. Someone suggests going over the fence for a swim. The problem is it’s now 1:00 am and the pool is dark and locked up tight.

This is a scenario that is frequently played out during the hot summer months, mostly by teenagers or young adults. Unfortunately, the decision to enter the pool without the owner’s permission can result in a charge of trespassing.

The majority of the time people will swim and leave without causing a problem and it’s up to the property owners whether or not they want to sign a complaint against the trespassers. There are also a few times where property is damaged by juveniles who throw items into the pool, damage fixtures, or even spray paint graffiti on the property. Underage consumption of alcohol is also frequently involved, as well. Because of these things, property owners are more willing to follow through with charges.

Several years ago we had an incident at one of our neighborhood pools where a young female attempted to climb the iron fence surrounding the pool. She lost her footing and her leg became impaled on the wrought iron top of the fence post. Luckily she sustained minor injuries as a result of attempting to get in after hours.

Criminal Trespass for this purpose is defined as:

11.12.030 (OPMC) Criminal trespass.

A. "Criminal trespass" is

1. entering or remaining upon or in any land, nonnavigable body of water, structure, vehicle, aircraft or watercraft other than railroad property or nuclear generating facility by a person with knowledge that such person is not authorized or privileged to do so, and:

a. Such person enters or remains therein in defiance of an order not to enter or to leave such premises or property personally communicated to such person by the owner thereof or other authorized person; or

b. Such premises or property are posted in a manner reasonably likely to come to the attention of intruders, or are locked or fenced or otherwise enclosed, or shut or secured against passage or entry; or

B. Criminal trespass is a class B violation. Upon a conviction of a violation of subsection (A)(1)(c) a person shall be sentenced to not less than 48 consecutive hours of imprisonment which must be served either before or as a condition of any grant of probation or suspension, reduction of sentence or parole.

Consumer Scams and Frauds: New York State Traffic Ticket

While we’ve only gotten a few reports on this type of scam, it’s definitely something worth mentioning, plus we’ll probably see a few more in the future.

Imagine getting an email from the New York State Police regarding an unpaid traffic ticket. The email looks official and contains the date, time and a description of your violation.

The email is addressed to you personally and gives instructions about how to take care of it by clicking on a link to “fill out a form.” Most people will open this type of attachment even if they know they were never in the State of New York on the given date because they want to rectify the police error immediately.

The problem is that the message is not from any police department and the attachment is not a summons. Instead, it contains a type of virus or malware which is intended by criminals to attach itself to your computer and hopefully steal personal information from long distance.

Most police departments will never send you unsolicited emails regarding traffic citations and the odds are pretty slim that they’ll also be able to track you down through your email address.

Apparently this scam has gotten so bad that the New York State Police has asked that recipients of the hoax e-mail delete it and not forward it. They advise computer users to activate anti-virus software, firewalls and take other security measures, such as only opening e-mails from familiar sources.

“Get Your Motor Running and Head out on the Highway”

The weather outside is perfect for getting out the motorcycle and hitting the open road. But, before you head out with the sun on your back, there are a few safety items you need to think about before you ride.

In the city of Overland Park over the last five years we took 211 accident reports involving motorcycles. That averages out to be about 42 per year. Back in 2007, there were 65 accidents, and last year that number was cut in half to 30. This has been the result of public education and strict enforcement.

• The majority of these accidents involved some type of injury to the motorcycle operator or passengers. (157 out of 211).

• There were five fatalities from 2007-2011 and 38 disabling injuries.

• 200 accidents occurred on a dry surface.

• Drivers lost control (60) or were involved in some type of rear-end collision (58).

• Most accidents occurred on Friday and Saturday evenings after 4:00 pm (122).

• Not surprisingly, from May through August the number of accidents increased significantly.

• Inattention (51) was the contributing cause of most accidents, with Failure to Yield the Right of Way (28), Too Fast for Conditions (23) and Driving Under the Influence (23) were also prevalent causes.

• Of the 211 accidents, 114 were wearing some type of protective helmet, 62 were either not wearing head protection, or it could not be determined.

• Operators between the ages of 20-29 were involved in the most crashes (109).

AAA offers some excellent safety tips for motorcycle operators:

Be visible:

• Remember that motorists often have trouble seeing motorcycles and reacting in time.

• Make sure your headlight works and is on day and night.

• Wear bright clothing.

• Use reflective strips or decals on your clothing and on your motorcycle.

• Be aware of the blind spots cars and trucks have.

• Flash your brake light when you are slowing down and before stopping.

Dress for safety:

• Remember - there's nothing but clothing between you and the road.

• Wear a quality DOT- compliant helmet and eye protection

• Wear leather or other thick, protective clothing.

• Choose long sleeves and pants, over-the-ankle boots, and gloves.

Apply effective mental strategies:

• Constantly scan the road for changing conditions.

• Give yourself space and time to react to other motorists.

• Give other motorists time and space to react to you.

• Don't ride when you are tired or under the influence of alcohol or other drugs.

• Know and follow the rules of the road.

• Stick to the speed limit.

Use lane positioning to be seen:

• Ride in the part of a lane where you are most visible.

• Watch for turning vehicles.

• Signal your next move in advance.

• Avoid weaving between lanes.

Remember: Give yourself space. People driving cars often just don't see motorcycles. Even when drivers do see you, chances are they've never been on a bike and can't properly judge your speed.

Vice Sting Results in 11 Arrests over a Two Day Period

The Overland Park Police Department Vice Unit is continuing to combat all forms of prostitution within the city. This past week, they conducted a two day sting operation that targeted prostituted women in the city of Overland Park.

The Overland Park Police Department will continue to confront vice activity in its hotels, motels and apartment communities.

Through these and other efforts, we expect to send the message that prostitution is not welcome in Overland Park.

Memorial Day “Click It or Ticket” Campaign Set to Begin

The Overland Park, Kansas Police Department will be conducting a Memorial Day “Click It or Ticket” S.T.E.P. Campaign from May 21st, 2012 through June 3rd, 2012. This task is being conducted with the principle focus on Child Seat Restraints and Seat belt enforcement. Officers will aggressively enforce Kansas occupant restraints and other traffic laws as part of the 2012 Kansas Click It or Ticket traffic enforcement Campaign. This activity is supported by a grant from the Kansas Department of Transportation (KDOT).

Drivers on the roadways of Overland Park can expect strict enforcement of the Safety Belt Use and Child Passenger Safety Acts.

Briefly, these acts require that all persons in a motor vehicle manufactured or assembled after January 1, 1968 or assembled prior to 1968 which was manufactured with safety belts carrying 10 passengers or fewer, including vans, must be buckled in. In the event that a passenger under the age of 14 is unrestrained the driver will be cited. Where a driver or passenger aged 14 through 17, is seen to be unrestrained, that person will be cited.

Children under the age of four must be secured in an approved child safety seat; children ages four through seven who are under 80 pounds and under 4’9” tall must be securely belted into an approved booster seat; and children ages eight through 13 must be secured in a safety belt.

Officers working this campaign will also be strictly enforcing speeding and DUI violations. During last year’s campaign, officers stopped a total of 867 vehicles and issued 1100 citations. 797 of that total accounted for some type of seat belt or child seat restraint citation.

Buckling up your seat belt has been proven to be the single most effective way to reduce the risk of injury or death in motor vehicle crashes. Most people who die in collisions are not wearing a safety belt.

This tracking system will detail each customer’s interaction and will be archived, providing valuable information to us.

National Bike to Work Week

The City of Overland Park recognizes that the bicycle is a legitimate vehicle and an integral part of the transportation system. It also strives to be a bicycle friendly community by encouraging the use of bicycles as a means of transportation within the City.

Traffic safety is a major priority for the City and we want to make sure everyone is safe on our roadways while bicycling, walking and driving.

Honoring Those Who Gave the Ultimate Sacrifice

In 1962, President Kennedy proclaimed May 15th as National Peace Officers Memorial Day and the calendar week in which May 15th falls as National Police Week.

National Police Week 2012 will be celebrated Sunday, May 13th through Saturday, May 19th, with Tuesday, May 15th, being National Peace Officers Memorial Day. During this week, many events, services and activities will be held to honor the brave men and women who dedicated their lives to serving our country and who made the ultimate sacrifice.

In 2011, the U.S. lost 173 law enforcement officers in the line of duty, according to the National Law Enforcement Officers Memorial Fund. That is up from 153 officers in 2010. Sadly, Kansas lost one officer in the line of duty in 2011.

Since being appointed as the Chief of Police in 1996, my biggest fear has always been the realization that possibly someday, another one of Overland Park's finest could be killed in the line of duty during my watch. Thankfully that hasn't happened, but I'm sad to say that isn't the case for many of my fellow Police Chiefs across the country who are forced to bury one of their own far too many times.

That fear became a reality for my predecessor, Chief Myron Scafe, back on January 26th, 1985, when Overland Park lost Officer Deanna Rose in the line of duty.

Officer Deanna Rose was killed when a teenage boy she was attempting to arrest for drunk driving assaulted her and ran over her. During the arrest the boy knocked her down underneath his car. As he drove away he ran her over, causing fatal injuries.

Officer Deanna Rose was the first Overland Park Officer killed in the line of duty and the first female officer in Kansas to die in the line of duty. Prior to that time, she was a member of the San Diego, California County Sheriff's office.

The City of Overland Park dedicated a 12-acre Children’s Farmstead in honor of Officer Rose in 1985. Officer Rose received the Award for Valor posthumously from the Kansas Association of Chiefs of Police.

As you walk down one of the main hallways of Sanders Justice Center, there's a reminder on the wall of the sacrifice Deanna Rose made on behalf of the citizens of Overland Park. Inside a display case sit the various items from the duty belt and uniform of Deanna Rose. My hope is that when each officer walks by that location it will be a reminder to them of just how fragile life is and how much they need to be on guard every day.

Smoke Alarm Saves Life

While the majority of the posts on this blog are generally crime or police-related, sometimes there are examples which illustrate our mission to protect and save lives. The following video is a good example of this and how important it is to have good working smoke alarms inside your residence.

On 5/11/12, Overland Park Police Dispatch Center received a 911 call from a homeowner in the 10500 block of W. 92nd Place, who stated his house was full of smoke. The caller also advised he was able to get himself and his pet outside.

The following is an excerpt from the press release sent out this morning by OP Fire Department PIO Jason Rhodes, which reiterates the need to have working smoke alarms inside your residence.

Firefighters quickly found and extinguished a fire in a downstairs laundry room. They spent additional time putting out hot spots and clearing the house of smoke. While the fire was mostly contained to a utility room area, the house suffered smoke damage throughout.

There are no injuries reported. The cause of the fire is under investigation. Damage to the structure is estimated at 60-thousand dollars.

This incident should serve as a reminder to all of us to have and maintain working smoke alarms. Mr. Goodman wants everyone to know that he is alive because he had a working smoke alarm. For more information on smoke alarms and fire safety, visit the fire page on our city website

“Hey, Dude, Where’s My Car?”

During the cold winter months, we usually see an increase in the number of auto thefts. This mostly occurs when people leave their cars running unattended to warm them up. It’s obviously a lot warmer outside now and you would expect the number of auto thefts to diminish, but lately it seems as if the number continues to grow larger.

So far in the first quarter of 2012, the Overland Park Police Department has taken a total of 68 stolen auto reports. That number may not mean a whole lot until you compare it to last year’s numbers.

Through the end of April in 2011, we had 72 auto thefts. Just by looking at that, you could easily surmise the numbers are lower than last year, which they are. The difference this year is really happening during the month of May, where we’ve seen a drastic increase over the first ten days compared to last year. There were 28 reported auto thefts during the whole month of May, 2011, and so far this month we’ve already taken 19 reports. This number may level out, but it could also signal a large increase during the upcoming summer months.

Automobile theft is still the most expensive property crime in the United States. According to FBI statistics, a motor vehicle is stolen in the United States every 40 seconds. The financial loss in 2011 is estimated to be well over $5 billion dollars.

DUI Check Lane to be Held on Friday May 11th, 2012

The Overland Park, Kansas Police Department and several Kansas police agencies will be conducting a DUI Check Lane on Friday, May 11, 2012. This task is being conducted with the goal to reduce alcohol related auto accidents and discourage impaired driving within our communities.

The Overland Park Police Traffic Safety Unit will hold a briefing at the Sanders Justice Center, Overland Park, KS, prior to initiating the enforcement.

If a person is convicted of DUI, a first time offender may be assessed a $500 minimum court fine, excluding other court costs. There are other expenses a person could incur, but not to the court or city. This may include hiring a lawyer, increased insurance rate, treatment cost and more, which may amount to as much as $10,000.

Help Locate Missing Person

On Monday May 7th, at around 11:00 A.M, Overland Park Police began looking for a missing person. The family of 35 year-old Jeffrey M. Bridge (03/21/76) reported him missing from the area of 105th and Conser Street.

On Sunday night, Mr. Bridge told family members that he was going to go down to the nearby creek and see how high the water was. The family became concerned when they realized he never returned to the residence that night. Jeff has no vehicle or cell phone with him, and left behind his wallet along with his credit cards. Jeff is a white male 5’11, 190 lbs, with black hair and blue eyes.

The Overland Park Police Department, along with Overland Park Fire and Rescue are currently conducting an extensive search of the area.

Results of Saturation Patrol on May 5th, 2012

The Overland Park, Kansas Police Department conducted a DUI Saturation Patrol on Saturday, May 5th, 2012. The Saturation Patrol was conducted with the intent to reduce alcohol-related auto accidents, discourage impaired driving and bring awareness to the public of the dangers of driving under the influence of drugs and alcohol. This was a non-grant event.

The DUI Saturation Patrol was enforced between 10:00 PM and 2:00 AM.

DUI Saturation Patrol on Cinco de Mayo

The Overland Park Police Department's Traffic Safety Unit will conduct a DUI Saturation Patrol on Saturday night from 10:00 pm until 2:00 am. Saturation Patrols are conducted with the intent to reduce alcohol related auto accidents and discourage impaired driving. This DUI Saturation Patrol is a non-grant funded event.

These special patrols, which consist of six officers and a supervisor, are for the sole purpose of arresting drivers who are under the influence of alcohol and/or drugs. The officers assigned to the Saturation Patrols have significant experience in DUI apprehension.

Saturation Patrols typically occur on weekend nights and concentrate on heavily traveled streets and highways. To report an impaired driver in Overland Park, call Police Dispatch at 895-6300 or 911.

Help to Identify Suspects:

Overland Park Police Investigators are asking for assistance in identifying three suspects using stolen checks at an area business.

The checks were stolen from a victim in Wichita and used at an area retail business on April 19th and April 24th.

The suspects, two white males and a white female, all entered the store through different entrances and proceeded to select various items. When they were finished shopping, one of the suspects paid for the merchandise with the stolen checks. The total loss is around $2800.

Teens and Distracted Driving

Back on April 24th, 2012, the Bridgestone Corporation released the results of a survey regarding teenagers and distracted driving. The study found that teens are in denial about safety on the road.

According to the results of that survey, teenaged drivers indicated they are aware of what distracted driving is, but have a belief that they are never actually going to be at risk. This false sense of security is causing our young people to engage in these negative behaviors, and the end result often proves to be deadly.

"Distracted driving is an epidemic on America's roadways, and our youngest drivers are among the most at risk," said U.S. Secretary of Transportation Ray LaHood. "I applaud Bridgestone for showing leadership on this issue and encouraging teens to take action against distracted driving.”

Bridgestone surveyed more than 2,000 young drivers, ages 15-21, and found:
• One-third of those surveyed admit to reading text messages while driving;

• Two-thirds of respondents believe they are “very safe” drivers; but only half of them say their parents would agree with that assessment;

• A quarter of those surveyed do not believe that talking on the phone while driving is dangerous;

• Overall, girls engage in distractions behind the wheel far more than boys, and

• Teenagers and young adults say their parents engage in distracted driving more than themselves.

Bridgestone has also launched its annual Teens Drive Smart PSA Contest. The video below was selected as a finalist for 2011. The three winning videos beat out almost 1,500 other entries from 16-21 year-olds across the United States and Canada (excluding Quebec) to become one of the ten finalists. They then secured the most votes from the public to win the grand prize.

As law enforcement officers, we see first-hand the devastation caused by distracted driving. Here in Overland Park, our mission is to make the streets and highways safer for the thousands of motorists who travel on them each day. As far as teenaged drivers on the roadways are concerned, we will continue to do everything we can to protect them through education and enforcement.

Officer Receives “Friends of Special Education Award”

On Thursday, April 26th, Officer Patricia Gould was honored at the Friends of Special Education award ceremony at Shawnee Mission West High School, for the influence she’s had on one of her students. Officer Gould is the first School Resource Officer (SRO) to receive this award, and is currently assigned to the Broadmoor Technical School in the Shawnee Mission School District.

The awards ceremony is designed to recognize those individuals who have “gone the extra mile” through support, encouragement, innovation, and/or collaboration to make a special difference in a child’s life. Officer Gould was nominated by Ms. Dixie Rogers, the mother of Luke Rogers, who is enrolled in the special education program at Broadmoor.

Ms. Rogers expressed her appreciation for the calming effect Officer Gould has had on her son and for her caring personality. Officer Gould’s recognition is just one example of the extra effort our SRO’s give on a daily basis to help enrich the lives of young people.
